4th National Plan of Action for Children 2023 - 2028
The 4th National Plan of Action for Children (NPAC), 2023-2028, is a 6-year multisectoral, rights-based, and results-oriented national government policy document that seeks to guide the Philippines’ efforts to progressively advance the realization of children’s right to survival, development, protection, and participation.
The 4th NPAC is a strategic framework that outlines the government’s goals, objectives, and strategies for improving the lives of children and provides a roadmap for implementing and monitoring child-related policies and programs. The NPAC articulates the vision of the country towards the achievement of the rights of children building on the following:
- The Philippine National Strategic Framework for Plan Development for Children, 2000- 2025 or Child 21
- The Ambisyon Natin 2040
- The Philippine Development Plan (PDP), 2023-2028
- The Philippine Commitment to Attaining the Sustainable Development Goals
- The Concluding Observations of the Committee on the Rights of the Child
- The Philippine’s Implementation of the Convention on the Rights of the Child (CRC)
The Plan defines the key strategies to be employed to achieve the priority results for children, as well as priority legislative agenda for them. It also establishes accountability and institutional frameworks for effective and efficient policy making and programming for children. To measure the progress towards the achievement of results for children, a clear monitoring and evaluation framework with agreed key indicators are integrated into the plan.
