General Comment No. 24 (2019) by the Committee on the Rights of the Child addresses children’s rights within the child justice system. The comment emphasizes the importance of setting an appropriate minimum age of criminal responsibility, promoting non-custodial measures, and ensuring that detention is used only as a last resort. It also covers issues related to children recruited by non-State armed groups and those in non-State justice systems.
