Republic Act No. 10070 establishes an institutional mechanism to ensure the implementation of programs and services for persons with disabilities (PWDs) in every province, city, and municipality in the Philippines. This law mandates the creation of a Persons with Disability Affairs Office (PDAO) in all local government units, which is responsible for formulating and implementing policies, plans, and programs for the welfare of PWDs.

For children with disabilities, this act ensures that they benefit from these programs and services, promoting their health, physical fitness, and overall well-being. By coordinating with national and local agencies, the PDAO helps integrate children with disabilities into mainstream society, ensuring they receive the support and opportunities they need to thrive.
