Republic Act No. 10931, known as the Universal Access to Quality Tertiary Education Act, was enacted in 2017 to provide free tuition and other school fees for students in state universities and colleges (SUCs), local universities and colleges (LUCs), and state-run technical-vocational institutions in the Philippines. The law also establishes a Tertiary Education Subsidy (TES) and a student loan program to assist students with other educational expenses. By removing financial barriers, this law aims to make higher education more accessible to all Filipinos, particularly those from low-income families, thereby promoting equitable opportunities for personal and professional growth.
