This research explores the reasons why out-of-school adolescents in the Philippines are not enrolled in or do not complete the Alternative Learning System (ALS) programme. ALS is a parallel learning system implemented by the Department of Education that provides a viable alternative pathway of basic education to the formal system, thereby opening up opportunities for out-of-school youth and adult (OSYA) learners to pursue further studies and/or employment. Recommendations on how to improve access to and completion of the ALS programme are outlined in the accompanying policy brief.
